Billy was born and attended school in Fort Pierce. He also studied under Beanie Backus. He was an artist with several galleries showing his work in Houston, Texas. He also worked as a display designer.
While Billy was in Fort Pierce, he designed one of the "Save The Manatee" Christmas Cards and several drawings of the homes for the Historical Society of St Lucie Village.
Proceeded in death by his father, Lee Hunter, Brothers, Kenneth, Roger and Lee Hunter Jr.
Survived by his Mother, Wilma Gillespie, sisters, Elinda Hunter, Wanda Gahn and Goldie Waldeck.
