Survivors include his wife of 19 years Emily Rulapaugh of Ft Pierce, FL; sons William Rulapaugh of Korea, Frank Rulapaugh, and Edwin McHugh both of Ft Pierce, FL; parents, William E. Rulapaugh and Jennie Penn; sisters Debbie and DeAnna; 2 grandchildren.
