Mr. Carter was born in Wrigley, Kentucky and moved to Ft. Pierce in 1956 coming from Pinsonfork, Kentucky.
He worked in construction and a Veteran of the U.S. Army and National Guard.
Survivors include his wife of 49 years, Bernice Carter of Ft. Pierce, FL; daughters, Sheila Hostetler of Ft. Pierce, FL and Lanore Lippard of Cleveland, TN; son, Joseph L. Carter, Jr. of Vero Beach, FL; sisters, Shirley Faye Nunley of Chatteroy, WV, Donna Anderson of Riverview, MI, Carol Petersen of Ft. Pierce, FL, Kathy James of Pinsonfork, KY and Betty Rogers of San Carlos, Arizona; brothers, Benjamin Carter of Ft. Pierce, FL and James Carter of Garden City, MI; 6 grandchildren and 2 step-grandsons.
Memorial contributions may be made to the Palm Vista Church of God, 700 South 33rd Street, Fort Pierce, FL 34947.
